Background of the Study
Cultural diplomacy has long been recognized as a powerful tool for promoting international understanding and cooperation. International film festivals, as a form of cultural diplomacy, create platforms for cross-cultural dialogue, artistic expression, and mutual recognition among diverse populations (Upton, 2023). In Lagos State, film festivals have emerged as influential events that not only celebrate local cinematic talent but also engage global audiences. These festivals serve as cultural bridges, facilitating the exchange of ideas and values while challenging stereotypes and fostering empathy (Vega, 2024). This study examines the role of international film festivals in Lagos State as vehicles of cultural diplomacy. By analyzing festival programming, audience engagement, and cross-cultural collaborations, the research explores how these events contribute to a broader narrative of international understanding (Wright, 2023). The study situates film festivals within the context of global cultural diplomacy, highlighting their capacity to promote dialogue, build networks, and influence public perceptions. In doing so, it provides insights into the mechanisms through which cultural initiatives can contribute to a more connected and tolerant global society (Xavier, 2025).

Statement of the problem
Despite the potential of international film festivals to foster international understanding, there are concerns regarding their ability to produce lasting cultural impact. Critics argue that while these festivals generate significant media attention and cultural exchange, the outcomes are often transient and fail to address deeper issues of cultural misrepresentation and exclusion (Young, 2023). In Lagos State, the challenge lies in ensuring that film festivals not only entertain but also educate and bridge cultural divides. This study addresses the problem of determining whether cultural diplomacy initiatives through film festivals truly promote sustainable international understanding, or if they merely serve as temporary spectacles without long-term transformative effects (Zhang, 2024).

Objectives of the Study:

 

To analyze the structure and programming of international film festivals in Lagos State.

 

 

To evaluate their impact on fostering international cultural understanding.

 

 

To identify challenges and recommend strategies for enhancing the long-term impact of these initiatives.

 

Research questions

 

How do international film festivals in Lagos State contribute to cultural diplomacy?

 

 

What are the measurable impacts of these festivals on international understanding?

 

 

What improvements can be made to maximize their long-term cultural impact?

 

Significance of the Study
This study is significant as it critically assesses the role of cultural diplomacy through international film festivals in promoting international understanding. By focusing on Lagos State, the research provides valuable insights for cultural policymakers, festival organizers, and international relations experts. The findings will inform strategies to enhance the transformative potential of cultural events, ensuring they contribute to a more inclusive and empathetic global community (Xavier, 2025).

Scope and Limitations of the Study:
This study is limited to the evaluation of cultural diplomacy initiatives through international film festivals in Lagos State. It focuses solely on film festivals and does not extend to other cultural or artistic events.
